[HarbaughJacobs.FTW]Ephraim and Hannah owned three slaves in Arkansas at the outbreak of the Civil War. They freed the slaves and moved North, to the Cincinnati area. Ephraim was a steamboat driver and several of the children were born on boats. The six oldest children received schooling in Cincinnati because it was on a river route.Gladys Andrews Courter (their great-granddaughter) claimed that they lost their money after the War and there was no money for the younger children to attend the private school. Also, she claimed that Hannah was a "lady".Taken from a copy of a personal letter to Mrs. Dennis Kent from D. W. Knox, Captain, U.S.N. (Ret.), Officer-in-Charge, Nov. 22, 1937:Dear Madam:In response to your letter of November 4th, referred to this office by the War Department for reply, the following information has been found relative to your father Ephraim C. Bass:He was born in the state of Tennessee October 10, 1822 but lived in Ohio when he entered the U.S. Navy in 1862. He gave Cheviot, Hamilton County, Ohio, as his residence when he left the service.Mr. Bass was appointed an Acting Ensign in November 1862 to date from October 1, 1862, and ordered to the U.S. tug IVY which was a part of the Mississippi Squadron. In September, 1863, he was detached from the command of the IVY when she was sent to Cairo, Ill., for repairs and was ordered to report to Admiral Porter, who had command of the Mississippi Squadron, for orders. Whether he ever took command of the IVY again is not shown.On January 2, 1864, he is shown as pilot and assistant to Acting Ensign Latham who was taking the U.S. S. GLIDE from Cairo to New Orleans. He resigned his office as Acting Ensign February 12, 1864, and it was accepted on the 19th. After that he served in the U.S. dispatch boat ALEXANDRIA as a pilot; 2nd class to February 24, 1865, and 1st class to the end of his service August 23, 1865. His character is recorded as excellent. We regret that no record has been found of service in the ARGOSY but he probably did do duty in her at some time for she and the IVY were often in the same part of the Mississippi River country. He could have been in her between the time the date he was ordered to the GLIDE in January, 1864, for we have found no record of his whereabouts during that period.There is fairly good evidence that your father served as a Master and Pilot in the Mississippi River from November 27, 1861 to October 1, 1862. That service was probably under the War Dept. for the Army had charge of operations at that time. We shall be very glad indeed to have the colored pencil sketch of the ARGOSY for our pictorial files if you care to send it to us.Sincerely yours,D.W.
